Public Service Manager II – Career and Life Education Team Leader/State Director for Career and Technical Education (CTE)

PURPOSE OF ANNOUNCMENT
The Office of Learning Systems with the Maine Department of Education has (1) one anticipated vacancy located in Augusta, Maine. This is a limited period position from July 16, 2018 to July 15, 2020.
This is professional services work of a managerial and policy-development nature in providing policy and operational leadership for a Department of Education team. The primary focus of this position is to formulate and direct the implementation of education policy of the Department of Education related to Career and Life Education, including Career and Technical Education (CTE), in alignment with the Commissioner’s policy agenda. The position is responsible for the comprehensive coordination and alignment of policies, programs and initiatives of the Career and Life Education Team. In collaboration with the Commissioner and the senior leadership team, the person in this position will provide leadership in strategic planning and in clearly articulating the mission and priorities of Career and Life Education necessary for the effective operation of multiple programs and activities and to achieve strategic goals. The position is a member of the Department’s coordinators team. Supervision is exercised over a variety of personnel and work is performed under general direction.
KNOWLEDGES, SKILLS, AND ABILITIES
- Knowledge of policy positions and educational initiatives of the Department and the Governor.
- Knowledge of performance-based and standards-based educational systems.
- Knowledge of current learning research and exemplary educational practices, with particular focus on Career and Technical Education.
- Knowledge of state standards for learning, the process of developing and implementing these standards and the associated state and local assessment systems.
- Knowledge of the areas of the system of learning results across the birth-adult span.
- Knowledge of the areas of Career & Technical Education (CTE) Standards and Instruction from grades 6 through 12.
- Knowledge of learning needs for diverse learners, including students with disabilities, economically disadvantaged learners, and English learners particularly those related to Career and Technical Education.
- Knowledge of data collection and statistical research analysis and procedures.
- Knowledge of state-of-the-art quality assurance concepts, principles, practices, tools and measures.
- Knowledge of federal and state budget development, funds and grant administration, budgets and financial procedures.
- Knowledge of modern management and leadership theory, principles and practices.
- Knowledge of community involvement issues in education policy decisions and operations.
- Knowledge of current and emerging state and federal legislation, rules and regulations impacting Secondary including Career and Technical Education.
- Knowledge of exemplary curriculum, learner-centered instruction, assessment, developmental education, and experiential learning, and understanding of the relationships among these areas.
- Knowledge of and experience with Maine’s Learning Results and Career and Technical Standards applicable to CTE programs.
- Ability to represent the Department of Education to provide leadership in the field and within the Department of Education on behalf of Career and Life Education.
- Ability to effectively provide information, technical assistance, professional development and program development support and expertise.
- Ability to use fax, modem, technology-based communications (i.e., Internet, Web) and e-mail systems and both laptop and desktop computer systems, word processing and data applications.
- Ability to communicate effectively orally and in writing.
- Ability to effectively facilitate meetings, organize and manage multiple projects,
- Ability to apply and facilitate group dynamics and to use exemplary interpersonal skills in order to work collaboratively, develop positive working relationships, and involve stakeholders at the local and state level.
To qualify, a candidate requires a Bachelor’s degree in education, administration or a closely related field and five years of demonstrated direct professional level experience in an administrative environment that includes communications, management and supervisory experience. A Master’s degree in education or in a field related to the work of the position may be substituted for experience on a year for year basis. Preferences will be given to candidates with demonstrated successful leadership and experience in Career and Life Education or Career and Technical Education. Directly related experience may be substituted for the education requirements on a year-for-year basis.
The value of State’s share of Employee’s Retirement: 20.17% of salary for confidential positions. The value of State-paid Dental Insurance: $13.13 biweekly. The value* of State-paid Health Insurance:
- Level 1: 100% State Contribution (employee pays nothing): $444.68 biweekly
- Level 2: 95% State Contribution (employee pays 5%): $422.45 biweekly
- Level 3: 90% State Contribution (employee pays 10%): $400.21 biweekly
- Level 4: 85% State Contribution (employee pays 15%): $377.98 biweekly
*The level of the actual value of state paid Health Insurance will be based on the employee’s wage rate and status with regard to the health credit premium program.
