Purpose:

The Education in the Unorganized Territory (EUT) operates 3 schools and receives funding in a different manner than other state agencies and school administrative units. This unique funding structure requires someone that can provide both broad and in-depth financial management of the multiple funding sources the EUT receives.  To be successful in this position candidates needs to have the ability to provide comprehensive financial management and oversight, and the ability to advise and consult with management on fiscal matters affecting agency operations. This position is also responsible for the supervision of one employee.

This position provides financial management for Education in the Unorganized Territory. It is responsible for preparing budget initiatives, work programs, financial orders, and budget orders, overseeing contracting and accounts payable preparing financial reports, and reconciling federal grants. The position works as a liaison between the three EUT schools and the EUT central office on budget and financial issues and administrative functions related to the hiring of EUT staff.

Knowledge, Skills and Abilities:

  • Knowledge of business and public administration principles, practices, and techniques
  • Knowledge of financial management principles, practices, and techniques
  • Knowledge of accounting and auditing principles, practices, and procedures
  • Knowledge of managerial and cost accounting theory, principles, and practices
  • Knowledge GAAP/GASB standards for governmental organizations
  • Knowledge of federal funding rules and regulations
  • Ability to conduct complex cost, cost/benefit, forecasting and financial analyses and modeling
  • Ability to plan, organize, direct, and coordinate fiscal and administrative services
  • Ability to interpret and apply policies and regulations and systematize procedure
  • Ability to advise officials and other on financial and administrative matters
  • Ability to prepare budgets and execute work programs
  • Ability to communicate effectively both orally and in writing

MINIMUM QUALIFICATIONS

  • A Bachelors’ Degree in Public or Business Administration or closely related field and five (5) years’ experience in business management, accounting, or related field.  Equivalent work experience may be substituted for the educational requirement on a year-for-year basis. 

Preference will be given to applicants with business management experience which includes budget, finance, supervisory, and grant management.
